Letter on the lack of progress in transferring funds to help Syrian refugees

Honourable Vice-President/High-Representative, We are writing to express our utmost concern about the lack of progress in transferring funds intended to help Syrian refugees in countries in the region, primarily in Turkey, Lebanon and Jordan. According to a new report, $6bn was promised for 2016 by countries who attended the London summit in February 2016. This excludes the funds pledged as part of the EU-Turkey deal. By mid-April only $1.16 billion had been committed. In particular, the report suggests that 89% of the European Commission's pledges were still outstanding. Aid agencies on the ground desperately need funds for basic food, shelter and medicine and crucially, to improve in particular Syrian children’s education and the chances of refugees finding paid work. As the first ever World Humanitarian Summit wraps up in Turkey, we call on the EU and its member states to deliver on their promises as soon as possible. No time or credibility can be lost. Similarly, we urge the EU to push other countries that have made promises to actually follow through with commitments, especially those in the Gulf region. Further, we would like to emphasise that it is essential that other countries, and not only Syria's direct neighbours, play a role in taking up Syrian refugees who have been displaced by years of war and violence.
