Marietje Schaake today submitted the following priority question to High Representative Mogherini.
In October, Russia delivered a record amount of jet fuel to Syria, subsequently used by the regimes of Putin and Assad to carry out devastating attacks on the Syrian population, including in East-Aleppo. It was reported today that at least two Russian ships, carrying jet fuel, called at Cypriote and Greek ports on their way to Syria(1).
Under EU Council Regulation 1323/2014, jet fuel meant for Syria, may not be exported from, or transported through any EU member state.
Relevant national authorities are responsible for adherence to these restrictive measures, put in place to try and curb the ongoing violence and destruction in Syria, and at least not to be complacent.
1. Is the HR/VP aware of the situation described above and if so, what will happen to the two EU member states governments if they potentially become complicit to war crimes and crimes against humanity committed by the regimes of Putin and Assad in Syria?
2. Will the HR/VP start an investigation into the circumstances under which two EU member states acted, and whether it was indeed contrary to an EU Council Regulation?
3. What does the HR/VP think about what behaviour of Greece and Cyprus signals about the ability of the EU to show unity and leadership in the Syrian crisis?
