Question for written answer to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy

Subject: The appointment by President Aliyev of his wife as Vice President
On February 21st, President Aliyev named his wife Vice-President of Azerbaijan. Ms Aliyeva is now the likely successor of her husband, further consolidating their family’s authoritarian grip on power in Azerbaijan.
In addition to concerns of the Venice Commission about the September 2016 constitutional changes, president Aliyev continues restricting civil society space, violently suppresses dissent and political opposition and has a complete disregard for human rights, democracy and the rule of law.
President Juncker met President Aliyev in Brussels on February 6th, and Commissioner Sefkovic is travelling to Baku this week in the framework of the Southern Gas Corridor Advisory Council.
1. Does the HR/VP believe the new Azeri constitution and the appointment of Ms Aliyeva to the Vice-Presidency violate principles of democracy, including free and fair elections and transparency?
2. What follow-up actions will the HR/VP, and/or her colleagues dealing with Azeri officials in the near future, take in response to the appointment of Ms Aliyeva?
3. In what manner do Commissioners, when meeting with Azeri officials, coordinate the policies of their respective dossiers with the EEAS to ensure human rights, democracy and rule of law principles are enshrined in the full range of EU global action?
