On the 5th of August 2016 a cancellation notice was posted for a tender procedure for proposals for the Jean Monnet Scholarship Programme (2016-2017 year). According to the notice, the procedure was cancelled since it would not be possible to reach the targets and objectives of the Annual Action Programme for Turkey under the Instrument for Pre-accession (IPA II) due to the recent developments in Turkey "with the aim of not jeopardizing the reputation of the programme". The Jean Monet Scholarship programme is funded by the EU and implemented by the Turkish ministry for EU Affairs.
1. Who took the decision to cancel the procedure? And at which level was this decision was made?
2. How would (future) Jean Monnet scholars be affected by recent developments after the despicable failed coup attempt in Turkey?
3. Which other programs, targets and objectives of the Annual Action Programme for Turkey under the Instrument for Pre-accession (IPA II) are impacted or cancelled in light of recent developments?
