Written Question about the Appendix letter to the EU-Turkey deal

On January 12, Marietje Schaake submitted the following priority Parliamentary Written Questions to the European Commission concerning the Appendix letter to the EU-Turkey deal. Author: Marietje Schaake Subject: Appendix letter to EU-Turkey deal On 10/12/2015 I - together with 33 other MEPs - sent a letter (1) to President Juncker and VP Timmemans in which we asked to publish a letter sent by President Juncker to Turkish Prime Minister Davutoglu, which contains important details on the EU-Turkey deal of 29 November (4), in particular on the future opening of a number of accession chapters. Unfortunately we have not received an answer to our request. 1. According to the Dutch government, the letter is an official EU-document to which Regulation 1049/2001 applies (2). According to Turkish diplomatic sources the letter is "a letter of commitment" or an "appendix" to the deal (3).What is the status of this particular letter, and why has the Commission not made it available yet? Since the letter is believed to be an important addendum to the EU-Turkey deal, it deserves to be known by the greater public. 2. Why are letters sent by the Commission not registered in the official register of Commission documents, while VP Timmermans quoted from the letter in the EP on 02/12/2015 (5)? 3. What is the precise legal status of the EU-Turkey deal of 29 November? Please specify if it has another status than an international agreement or an administrative agreement.
