Subject: Follow up question on the EU-Turkey deal and the Commission letter to Turkey
On 25 January 2016, I received a copy of the letter that was sent by President Juncker to Turkish Prime Minister Davutoglu on 29 November 2015, regarding the EU-Turkey deal. On the 12th of january I sent an urgent written question to the Commission on the exact legal status of this letter and how it binds the European institutions or the Turkish government to the commitments that Mr Juncker sets out. I am still waiting for a response to that question.
- What is the timeline that has been agreed for renewing the accession process and completing the preparatory work of opening chapters, as well as for the other elements of the deal that has been made with Turkey? Are there concrete benchmarks which Turkey needs fulfil on issues such as the rule of law, the separation of powers, arbitrary detentions and freedom of speech?
- Are there any other documents which concern the details of the deal between the EU and Turkey, how it will be implemented and under what conditions, such as Memoranda of Understanding, Annexes to this letter or minutes of meetings?
- Is there consensus in the Council about the deal the Commission made on behalf of the EU? What mandate did the Commission have from Council and when was that provided?
