Lu Guang in China

Written Question

On 28 November, Marietje Schaake submitted the following questions to VP/HR Mogherini on the case of Lu Guang in China.


Lu Guang, an award-winning Chinese photographer, disappeared after giving a workshop while visiting the heavily controlled Xinjiang region in China. Lu Guang’s work focuses on environmental and societal issues in China. Xu Xiaoli, his wife, last heard from him on November 3rd. According to media reports, officials told her that national security officers took Lu Guang away. The Xinjiang regional government has not replied to requests for comment and a Chinese foreign ministry spokesperson said he was not aware of the case (1).

Lu Guang’s disappearance comes amid a serious deterioration of the human rights situation in the Xinjiang region, with mass detentions of Uighurs and other minorities in political "re-education camps", mass surveillance and travel restrictions.

1. Is the VP/HR aware of the case of Lu Guang and will she discuss it with the Chinese authorities at the earliest possible convenience, stressing the presumption of innocence and the need for a fair trial, as well as respect for the freedom of expression?

2. Following the previous EU-China Human Rights Dialogue in July 2018, where the situation in Xinjiang was addressed, can the VP/HR inform us when the next Human Rights Dialogue will take place, and how the Chinese authorities are responding to the requests for fact-finding visits by international human rights bodies, including the UN High Commissioner for Human Rights?
