Subject: Guaranteeing coherence in the implementation of sanctions regime
Under UN Security Council Resolution 1737 (2006) travel restrictions were adopted against Mr Fereidoun Abbasi-Davani, head of the Iranian nuclear programme.
Under the Council Decision of 26 July 2010 concerning restrictive measures against Iran and repealing Common Position 2007/140/CFSP, the abovementioned restrictions against Mr Fereidoun Abbasi-Davani were incorporated into EC law.
From 20 to 24 June 2011, Mr Fereidoun Abbasi-Davani will travel to Vienna to attend the IAEA conference, because in order to allow him to attend the meeting those restrictions were lifted.
Bearing in mind that the UN sanctions regime provides for exceptions where the person under restriction has to travel to international organisations, and that the same system applies in the EU:
1. How is the Council going to explain the contradiction between the legal and the political perspective in applying the sanctions regime, with a view to ensuring the efficiency and credibility of the system?
2. Would the Council suggest a common political line for Member States to follow in similar cases?
